On Water is Vancouver’s waterway recreation strategy to guide future planning relating to non-motorized watercraft recreation, including the facilities that support these activities and emerging waterfront opportunities. The On Water Strategy, which aims to encourage more people into non-motorized recreation and increase physical access to the water from the shoreline, examined the waterway areas of False Creek, Spanish Banks, English Bay and Coal Harbour. The strategy spells out five directions: expand opportunities, increase access to the water, improve safety, protection of the environment, and to foster opportunities to build community. The 10-year strategy was developed by a consortium of companies led by HCMA Architecture + Design and included Urban Systems, Moffat & Nichol, and Hemmera.
