WOODFIBRE LNG

Woodfibre LNG Limited (Woodfibre LNG) is proposing to develop and operate a liquefied natural gas (LNG) production and floating LNG storage facility at the former Woodfibre Pulp and Paper Mill site near Squamish, BC. The project is located at an existing industrial site with a deep-water harbour and an existing electric power and gas supply.

Hemmera Roles and Responsibilities

In our role as environmental advisor to Woodfibre LNG, Hemmera is providing strategic environmental assessment (EA) and regulatory advice. We successfully led the substituted environmental assessment (EA) process under the BC Environmental Assessment Act (BCEAA) and the Canadian Environmental Assessment Act, 2012 (CEAA 2012). As part of this process, our team was responsible for the following tasks:

  • Led a multi-disciplinary team
  • Provided input into the project design to reduce or avoid effects
  • Defined the assessment methodology
  • Developed sections of the EA, including the EA methodology, effects of the environ-ment, accidents and malfunctions, and Aboriginal groups information requirements
  • Pprovided technical and methodology review of EA sections
  • Conducted wildlife and marine surveys
  • Managed the development and submission of the EA application to the BC Environmental Assessment Office (EAO)

In addition, Hemmera the supported public consultation process, including responding to written public comment submissions, attending EAO open houses, and attending stake- holder meetings. We also assisted Woodfibre LNG to engage with First Nations to meet legislated consultation requirements.

Since the completion of the EA process, Hemmera has been working with Woodfibre LNG to implement the conditions of the provincial EA Certificate, federal Decision Letter and the Squamish Nation Environmental Agreement and plan for project construction.

Hemmera successfully led the EA under the BCEAA and substituted CEAA 2012 processes.
