Dr. Lucas Neil is an atmospheric scientist with over 15 years of experience in dispersion modelling for regulatory compliance, emissions reporting, ambient air quality (measurement and instrument development), and laboratory analysis (measurement and method development). Lucas has worked with many clients from a variety of sectors including transportation, waste processing, industrial, and manufacturing. He has been responsible for the environmental compliance of multiple projects under the Ontario Ministry of the Environment, Conservation and Parks, including air emission calculations and air dispersion modelling, noise and odour assessments, air regulatory compliance, and air quality reports. He has also been responsible for the collection of ambient air quality data for multiple projects, including environmental assessments, nuisance compliance and research. Lucas had a primary role in an extensive multi-year construction dust particulate monitoring field campaign. Lucas’s project experience also includes conducting land use compatibility assessments on behalf of private sector clients, analyzing odour and air quality against the Ontario Provincial Policy Statement and Ministry of the MECP D-Series Guidelines, and he has served as a reviewer of land use compatibility assessments for municipalities.
