JOHN HART GENERATING STATION REPLACEMENT PROJECT

Overview
The John Hart Generating Station Replacement Project involves replacing the almost 70-year old John Hart Generating Station on the Campbell River system with a new generating station and water conveyance system as well as removal of the existing works. The project has four primary components:

  • A replacement powerhouse with new generating equipment
  • A single tunnel that replaces the existing wood stave and steel penstocks
  • A new intake on John Hart Reservoir
  • A new flow bypass

Approach
Hemmera provided leadership and management for environmental services and environmental aspects of procurement for the John Hart Generating Station Replacement Project. We assembled and led a multi-disciplinary team to support multiple aspects of the project.

  • Business Case Development: Hemmera provided an assessment of environmental socio-economic costs associated with alternatives to replacing the John Hart Generation Station. This assessment led to the business case for replacing the generating station.
  • Environmental Services Lead: Hemmera provided task leadership, technical expertise, and project management services for environmental aspects of the review under the Canadian Environmental Assessment Act. Following completion of the Environmental Impact Statement (EIS), Hemmera participated in regulator, public, and First Nations consultation regarding the EIS.
  • First Nation Consultation: Hemmera played a key advisory role on the project, including providing consultation support to BC Hydro.
  • Procurement: Hemmera developed contract documentation for the environmental aspects of the project.
  • Engineering Design Services: Hemmera played a lead advisory role in waste management and contamination quantification, including the costs associated with clean up options.

Hemmera continues to support BC Hydro during construction of the John Hart Replacement Project, including reviewing contractor submissions.

Results
Hemmera’s work on the project supported the successful completion of the BC Utilities Commission process as well as the issuance of numerous permits, including a park boundary amendment and park use permits. We also worked with BC Hydro to ensure required work was undertaken prior to project construction, including construction of Station View Trail and a new parking lot.
