Project: Bear Mountain Wind Park Project

Client: Bear Mountain Wind Limited Partnership (BMW) (Peace Energy Co-operative, Aeolis and AltaGas)

Services:

Environmental Assessment Application Coordination (CEAA, BCEAA), StrategicAdvisory Services onEnvironmental and Regulatory Issues,Biophysical and Socio-economic Resource Assessment, Vegetation and Wildlife Pre-Construction Studies and Monitoring.

Goal:

To obtain the Environmental Assessment Certificate through the BC Environmental Assessment Office for the Bear Mountain Wind Park Project so that BMW can proceed with construction, and ultimately contribute clean power to the BC Hydro power network.

Our Work:

Hemmera has managed the environmental assessment program for the Bear Mountain Wind Limited Partnership since spring 2005. The proposed project is to be located on Bear Mountain; a uniform 8 km ridge in BC’s Peace Region near to Dawson Creek.

Hemmera’s project work has included the management of the environmental assessment process including the development of the project Terms of Reference for the EA application and liaison with the Environmental Assessment Office. Hemmera has led and coordinated four seasons of field studies to provide baseline information on the area and developed a Bat and Raptor Migration Monitoring and Follow-up Programme in consultation with the BC Ministry of Environment and the Canadian Wildlife Service. Data collected with local experts and First Nations was analyzed to determine potential effects of the Project, propose mitigation and avoidance measures. Hemmera’s experts coordinated public and First Nation meetings during the public comment period consultation program, as well as working group meetings with federal and provincial agencies, local governments, First Nations and Kelly Lake communities. We worked closely with the wind development proponents on their BC Hydro Call for Power application. 

Results:

In July 2006, Bear Mountain received positive news that the bid was successfully accepted by BC Hydro for 120MW of power to be sold under long-term electricity purchase arrangements to BC Hydro. The EA Application has completed its legislated 180 day review period, and is now before the BC Minister of Energy Mines and Petroleum Resources and the Minister of the Environment for their decision on issuance of a Certificate.
