Project: Environmental Site Assessment on Former Cannery

Client: Heiltsuk Nation and Ecotrust Canada

Services:

Preliminary Site Investigation, Contaminated Site Investigation, Project Management, Decommissioning, Remediation Cost Analysis, Facility Audits and Liability Management, Public and First Nations Consultation and Communication, Regulatory Liaison

Goal:

To gather information on the site and provide advice and support to the Heiltsuk Nation in the remediation and acquisition of the land.

Our Work:

 The Heiltsuk Nation and Ecotrust Canada chose Hemmera to assist them in the reclamation and acquisition of Namu, BC, an isolated former fish cannery site located within the Heiltsuk Territory which is approximately 450 km northwest of Vancouver.Abandoned since the late 1960’s, Namu is a remote 200 acre site that previously housed a complex fish cannery production plant, including a refrigeration plant, power house, extensive fuel storage tank farms, a former sawmill, and PCB heating oil tanks from residential dwellings.

In advance of the site visit, Hemmera completed extensive records and file reviews to identify potential environmental concern to focus and direct Hemmera and their sub-consultants’ on-site inspections at such a large site. Once onsite, Hemmera completed an environmental site assessment, a hazardous material survey and an on-site building structural assessment for the former BC Packers town of Namu.

Hemmera managed and coordinated all aspects of this project to produce a comprehensive assessment of environmental liability and potential future decommissioning and remediation costs for the client. These assessments were carried out in accordance with the relevant provincial guidelines and regulations, including the BC Ministry of Environment Contaminated Sites Regulations (CSR), CSA Standard Z768-01 for Phase 1 Environmental Site Assessment, and the BC MOE – Hazardous Waste Regulation.

Results:

Hemmera delivered valuable information to the client on environmental liability and future project costs to support their reclamation and acquisition objectives. Our team continues to work with the clients on next steps of the project to support land negotiation, remediation, and property purchase.
