Goal:
Joey Restaurant had requested the investigation of environmental status in preparation for the redevelopment of this site into a unique dining experience with a Grill, Lounge and Cabana Bar.
Our Work:
In 2004, Hemmera was retained by Northwest Atlantic BC Broker Inc. to complete a stage 1 and stage 2 PSI, including drilling and groundwater sampling. The site consisted of one primary building, formerly Kits Pub, built in the 1960’s which occupied over 50% of the site and the remainder of the site was an asphalt parking lot surrounded by a wooden fence. Several additions and renovations have been completed on the site and building, including a significant fire damage building renovation in 1994.
A ground penetrating radar survey indicated the presence of an underground storage tank (UST) in the northeastern corner of the site. A soil stratigraphy analysis indicated the presence of fill material over a native sand unit. During the removal of the UST, concentrations of zinc and lead in the soil were found in exceedance of the BC contaminated site regulation commercial standard.
The UST was removed in July 2005 and confirmatory soil samples were collected from the walls and floor of the excavation in accordance with the British Columbia Ministry of Water, Land and Air Protection. Approximately 27m3 of soil was excavated and removed from the site for disposal in August 2005, followed by approximately 7m3 in a second remediation conducted from the east wall in September. Post remediation investigation confirmed that the site complied with concentrations of contaminants less than commercial standards.
Results:
Hemmera’sContaminated Sites Group worked closely with their land development team in obtaining a Certificate of Compliance, secured via Protocol 6, Recommendation by an Approved Professional through the removal of hazardous soils and a storage tank from the site, preventing further contamination of the property and adjacent land and water. The site has met compliance for commercial land, successfully paving the way for this new Joeys Restaurant location to revitalize the neighbourhood.
